EGBA Report: Europe Embraces Multi-Licensing in Online Gambling Sector

A recent analysis conducted by the European Gaming and Betting Association (EGBA) sheds light on a significant trend towards multi-licensing in the online gambling landscape across Europe. The findings reveal a stark contrast from the situation just 15 years ago when many European countries lacked specific regulations or operated under state monopolies in the gaming sector.

Today, the majority of European nations have transitioned to a multi-licensing framework, allowing multiple companies to offer services not only within individual states but also across neighboring jurisdictions. According to the survey of industry stakeholders, 23 countries have already adopted a comprehensive multi-licensing model for all regulated online gambling products.

While some nations like Cyprus and France still maintain bans on certain gaming content, the overall trajectory favors a multi-licensing approach. Additionally, ongoing legislative reforms in countries like Finland are anticipated to further embrace the multi-license system by 2026, signaling a continued evolution in the European online gambling landscape.
