New York Senator Joseph Addabbo is making a renewed effort to establish online casinos in the state by reintroducing bill S4856. The proposed legislation aims to broaden the gaming landscape by allowing up to 21 online casino operators. The bill, which faced insufficient support in 2023, seeks to extend licenses to New York Indian tribes involved in gambling and other independent applicants.
Under Addabbo's proposal, the industry would be subject to a tax rate of 30.5%, and licensing fees would be set at $2 million for operators using their own brand. Those operating under a different brand would face higher fees, amounting to $10 million. In addition to the online casino initiative, Addabbo has also resubmitted a bill to introduce fixed-odds racing at state tracks. Both bills are currently under review by the Racing, Gaming, and Wagering Committee.
